Since the FP for Horde are broke i think this is a good idea.

Since the FP for horde are broke, possibly put a port to every major city in every major city, this wouldnt solve all the FP problems but it would help.

Not sure if this would be hardcoded but I have seen scrolls that can port to dalaran and shattrath. A few can be made to just port to a main city, say Org or T-bluff and such with just an add to a vendor as horde specific. Not loading a vendor up with nor create a new vendor but 1 that has the room. I have never worked with WoW as developer so I may be way off the point here.

the scrolls that your talking about, are they the scroll of recall made with the inscription profession? if so then they will return you to the same place that your hearth is set to.

They seem to be fixed now except the ones in Northrend for the horde
